Unsatisfactory Safety Rating

The carrier does not have adequate safety management controls and is at risk of having operating authority revoked.

    What Does “Unsatisfactory” Mean?

An Unsatisfactory rating is the lowest rating FMCSA assigns. It indicates serious deficiencies in safety management. After receiving this rating, the carrier has a limited period (typically 45-60 days) to take corrective action. If they fail to improve, their operating authority will be revoked and they will be prohibited from operating.

    Key Points

    • FMCSA found serious safety management failures
    • The carrier has a limited time to correct deficiencies
    • Operating authority may be revoked if corrections aren't made
    • Federal law prohibits shippers from using Unsatisfactory carriers after the correction period
    • Insurance companies may cancel coverage
    • This is the most serious rating FMCSA can assign

    Guidance for Brokers & Shippers

An Unsatisfactory rating is a hard stop for most brokers and shippers. Federal regulations prohibit shippers from knowingly using a carrier with an Unsatisfactory rating once the correction period has expired. Even during the correction period, the liability risk is significant. Unless you have very specific reasons and legal guidance, avoid booking loads with Unsatisfactory carriers.
